new Ipad says almost full but it is not. what to do?

I just bought an Ipad mini 6 (64gb). Downloaded a couple of apps, synch´d some from my Iphone and got a message that memory was full. Looked up and it says 63 of 64 GB used. Offloaded most apps to leave just under 5 GB on the Ipad. But still the priblem persists. Now is says 60,7 used. What can I do?

It shows that almost all the memory is used in apps.
