I understand Safari often fails to completely load a web page.
If Safari on Mac doesn't open a webpage or isn’t working as expected - Apple Support offers several suggestions. Follow all of them, from top to bottom.
In addition to them, try simply restarting your Mac in the usual manner. Sometimes that's all it takes.
