If you have enabled Photos in iCloud on all your devices, iCloud being a synchronisation service, deletion will be replicated everywhere.


As such, you’ll need to disable Photos in iCloud for the device that you wish to erase photos:

Settings > [Your Name / AppleID] > iCloud > Photos > iCloud Photos - set to OFF
