Ipod touch quick start/firmware update

Hi,

Just received a new ipod touch and am trying to use quick start to move over from my old device.

Old device:

iPod touch 6th generation

Software version: 12.5.5

New device:

iPod touch 7th generation

Software version: 15.4.1

Old device does not bring up quick start. Bluetooth is on and wifi is connected.

In attempt to resolve checked for firmware updates.

Old device: 12.5.5 is the current version.

New device: A newer version is available (15.5) However will not update. When I ask to download and update get error: "There was a problem downloading the software for the iPod. An unknown error occured (400)". Is connected direct to PC using the USB cable provided with the new device.

If anybody can help me resolve both the update issue and the quick start would be appreciated.
