If Safari on Mac doesn't open a webpage or isn't working as expected - Apple Support has some suggestions.

There are LOTS of posts on this. I tried several solutions but got nowhere. Other browsers and other sites in Safari would load, it was just the first page--Google, which I have always set as my homepage would not load.

Giving up in frustration I just decided I'd reset my homepage to Google News and see if that would work better.

I went to Safari Preferences>General> and noticed that "new windows open with:" was filled in as START PAGE. I changed that to HOMEPAGE and set HOMEPAGE in the next blank to https://www.google.com/

Works like a charm now when I open a new page.
