Troubleshooting Deleted Contacts:

A. Enable Contacts in iCloud Settings:

See If “Contacts” is somehow disabled.

• If it is disabled, then enable it.
• If it is enabled, then disable it and then re-enable it.

B. Also, Try the Following:

• Restore Contacts, Calendars, Bookmarks, and More Using iCloud.com - Apple Support

• If your iCloud Contacts, Calendars, or Reminders won’t Sync - Apple Support

• Archive the Contacts you Store in iCloud - Apple Support

You can recover deleted contacts by going to https://icloud.com, logging in with your Apple ID - go to Account Settings, scroll down a bit and find Advanced, and select Restore Contacts. This MUST be done from either a PC / Mac or iPad.
