how do I upload photos from external hard-drive to iCloud

The easiest way would be to sign in with your Apple ID here https://icloud.com, open Photos and just drag and drop your photos in there. Once there, they will upload to iCloud.

Remember to be aware that you have 5GB of free space in iCloud, if you need more space, see here:

Thanks, I’m doing that currently, however, I need to upload the photos and data I have on an external backup hard drive into iCloud.

You're welcome. You can upload documents and other files in iCloud Drive - you can also find it on the iCloud website. Same procedure, drag and drop.
