How to download complete Messages from iCloud or iPhone?

Under iCloud storage this is what the message reads "If you want to stop using Messages in iCloud and recover your iCloud storage, you can disable it on all your devices. You then have 30 days to download your messages." Does anyone have the steps on how to download complete message threads?

Trying to download messages from the cloud onto my computer. I do not see Messages in iCloud or seem to have the ability to read Message while at my iCloud.com. I do back Messages up to iCloud.

About iCloud and Messages:

Once backed up, you'd refer to this...

Troubleshooting Text Messages:

A. Was iCloud Messages Set Up?:

If you have Messages enabled with iCloud, then check and see if they reside in there, using another device associated to iCloudthat has not been associated to the internet yet. That way, nothing will sync.

B. Any Backup of your iPhone?:

If you backed up your iPhone, then restore them from that.
