Photos is bundled with Mac OS X 10.10.3 and newer. To convert the library, launch Photos with the Option key held down, click on Other Library, and choose the iPhoto one.

Where do I find Photos?

I just upgraded OS to Catalina, iPhoto no longer operative

Choose Applications from the Finder's Go menu, or open it from the Dock.
