iPhone 7 plus error 2009 while restoring.

I have an iPhone 7 plus which recently turned off on its own and won't turn back on, tried everything with no luck.

while restoring it with ios 15.4.1 the apple logo appears and is stuck there and the iTunes displays error 2009.

is it a software or a hardware issue, and what could the problem be?
