Is there a way to setup Auto Response to Text Messages, while your phone is off or out of service?

Seems auto responses to text messages only work when your phone is in service and turned on. Android has an option that auto replies even if the phone is off or out of service. Is there a way to do this on an I phone? Or an App?

Not sure how that would even work even on Android if the phone has no service or is turned off, short of magic.

If the phone has no service or is turned off, then by definition it cannot know if it was called or messaged, much less answer back. It's not connected to anything, and would have no way of sending anything out.

These options would need to be setup from the carrier side, so that if a call or message is received by them to the number and the number cannot be reached by the carrier, the carrier can respond rather than the phone.
