There is NO recently deleted in photos
There is no "other album" or "recently deleted" in my photos on MacBook.

Are you running out of cloud storage? If you are using iCloud Photos and have used all cloud storage, the Photos you delete will not be saved in Recently Deleted, but be deleted instantly to help you free your cloud storage. Are you really still using macOS 10.12 Sierra on your Mac as shown below your question? Then you may need to make the sidebar visible to see all albums including Recently Deleted.
