You can subscribe to iTunes Match. Once your library has been matched or uploaded, you can select the tracks then remove download. This will allow you to stream music from the iCloud music library. Note, this is not a backup service and you should backup your music to an external drive. See this Back up and restore your iTunes library on your PC - Apple Support
