I have an ipad previously owned by an aunt who is not in a nursing home and doesn't remember the ID or Password. How can I restore the ipad so that someone else may use it?

Without the Aunt's Apple ID and Password, you will never be able to use the device. Activation Lock is a theft prevention feature. We can't help and Apple will not unless you can provide the original receipt clearly showing the serial number. You can recycle the device at any Apple Store.
