Activation lock is an anti-theft feature intended to make a lost or stolen device unusable to anyone other than the rightful owner.

Only the owner of the account used to lock it can remove the activation lock.

if you purchased a used phone that is activation locked, talk to whoever you bought it from. If they can not or will not remove the activation lock, return it for a refund. If they refuse or you have no way to contact the previous owner, recycle it or turn it over to the police. It's useless.
