how to manually order photos in an album
You can only arrange the photos manually in an album you created yourself.
To arrange the photos in an album, open the album, tap the three points (...), then tap sort, select "custom" sort. Now drag the photos into the order you want. Touch the photo you want to drag very lightly, without any pressure, or you will open the Info instead. Just lay the finger lightly onto the photo.
