I m unable to install update oh 15.4.1 on iPad Air 2

What exactly happens when you try updating iPadOS on this iPad? Do you get any error messages? What have you tried, so far yourself, to resolve this so that we don't offer potential solutions that may not have already worked for you?

I am getting an error on my iPhone that is not allowing me to install the update. I downloaded it. I have an extra 2gb available, after the download. I have reset my network settings. I have tried install via 2 different wifi networks. I have hard rebooted my phone. I have deleted the download, then re-downloaded it. I have clicked "try [install] again later" and retried to no avail.

Any tips??

I assume you meant to say iPad ... correct? Regardless, what does the error say? Are the two Wi-Fi networks you tried at different locations? That is not both at the same location?
