Are you getting any error messages?

Try doing it in safe mode.

Start up your Mac in safe mode - Apple Support

If you are using any AV or VNP turn them off first.

if you are stuck mid stream , verify you have Safari set for your default browser, at least temporary...see if this gets you over the hump.

If it wont let you add it by using Google in internet accounts, try using the add other account option. Then click on mail.
