format Australian phone number with leading zero

I've seen this question asked and read some replies and even watched some videos, but solutions using cell formatting still not working the way I expect it to. I want to format cells to show Australian mobile phone numbers with format of 0### ### ###. The leading zero is always there, but won't show.

What am I doing wrong ?
