Why can’t I update my iPhone 6s Plus to iOS 15.4?

I’m not sure what it’s existing is but it is definitely a 6s plus. When I click the install now button it says verifying update and it loads and then says there was an error downloading iOS 15.4. I have a SIM card in it and everything but idk. I have tried it on a few different peoples WiFi and no luck

If it's currently running iOS 12.5.5, it is NOT a 6s Plus. It is a 6 Plus.
