I am trying to connect an iMac 27-inch 2009 as a monitor for my MacBook Pro 13-inch 2018. The iMac 2009 is a macOS Sierra and my MacBook Pro is a macOS Monterey.
I have looked for target display mode and this cannot be found, I have also connected both with an apple thunderbolt cable.
I am looking for any assistance with another route to do this or possibly a step that I may have missed.

According to this Apple document, Use your iMac as a display with target display mode - Apple Support, the MacBook Pro must be running Catalina or earlier. It can't be running Monterey.

It used to be possible to do this with older Macs, but it can not be done with newer Macs. These days monitors are reasonably priced. I would check that option out.
+1 on OT's assessment. The MBP when running Monterey will not work. In your case it would be wise to buy an external display.
