I just got a watch and I don’t know how to use the charger. I understand the flat part that connects to the watch but I have no place to plug it in

You can either charge the watch by plugging the cable in to a USB-C port if you have a computer that has one. Or, you can purchase and adapter either from Apple or another source (Anker is a frequently recommended brand). You can also use the charging cable and adapter from an older Apple Watch should you have those items.
