iCloud Desktop & Documents on new Mac

My Desktop and Documents are synced with iCloud Drive. I have bought a new Mac. I am setting it up manually. If I turn on iCloud Drive Desktop and Documents will all my files sync down from the cloud to my new Mac? Or will my new Macs Desktop and Documents (which are empty) sync up to the cloud and delete/replace all my files?

MacBook Pro 16″, macOS 12.2

Thanks. I've turn it on. In the Finder window, next to the iCloud Drive Desktop and Documents folders is an outline of a cloud. When I hover over it, it says 'waiting to upload'. What does that mean? I was hoping my stuff would start to download from the cloud.


I'm currently downloading my 30GB photo library so perhaps it is waiting for that?
