Mail does not appear to download html attachments. WTF?

A lot of mail cones with html attachments are intended to display images or text from afar. For the last few days, none of this has worked. I've rebooted everything and still nothing.

Please clarify. By "html attachment" do you mean an html page or do you mean a link to a html page?

Yes. When an email has html in it that should display images or text from a remote site. It's very eratic.
