If I started paying the 99 cents each month for storage on an old device and am now still paying but using a new device with the same iCloud will the storage now be on the new device?

The storage is linked to your Apple ID, not to any specific device(s). It is available to any device that is signed into iCloud using your Apple ID. It isn't "on" any device but is available to the devices.
