Migrating from 2009 imac to new 2017 imac

My 2009 mac has an external time machine drive. When setting up my new one can I just connect the old time machine drive to the new computer before I power up the first time?

Yes, connect your Time Machine backup drive, when prompted by Migration Assistant during the Initial Setup.
