Apple has no control over this, take it up with the unicode consortium:

If Apple has no control over this then why does new emoji appear after an update? Don’t they have to be created and approved?

Emojis are one part of an international standard for Unicode character encoding, and which means that the same emojis with the same internal encodings are available across multiple platforms—Mac, Windows, Android, iPhone, Linux, BSD, etc—once each update to the Emoji standard is approved, and after each platform is updated for the then-newest version of the emoji standard. The details of an Emoji can be styled differently by each vendor, but the name of and the internal encoding of an Emoji is the same across all of the vendors supporting that particular version of the Emoji standard, meaning that you can send an emoji to anybody running any client, and they'll see the intended Emoji, styling differences aside.
