when I connect an external hdd to a Mac, how do I get to know what version of the OS is installed on that drive? the drive enclosure cannot boot

Just use the Finder, select the drive and "Get Info" which will tell you the OS if the drive is bootable.
This is partially true. It will sate the version number of the OS only if it's on a bootable enclosure. I have a non bootable enclosure with an OS on the hard drive that was previously the startup disk of an iMac and Get info does not state the version of the OS. I'll need a Unix guy to give me the way!
Why do you think there is an OS installed on the external drive? There would not be unless you installed an OS on it. Just look on the drive and see what files are on it.
Those bare drive come from computers in the college labs. They were internals that were replaced. I have to put labels on the drive indicating what version of the OS is on them.
Did they all come from Apple Computers? If they are bootable. You could hold down the option key at startup. Or use HWTech's answer. If they mount to desktop.
