ONLY the person the watch is locked to can remove Activation Lock. We see people here every day of the week who bought a previously owned Apple Watch, which is locked and in most cases the buyer cannot reach or doesn't actually know the person the watch was locked by. If that is your situation, there is no help you can get from Apple, nor us. If you can't reach or don't know who the watch is locked to, either return the watch for refund or recycle the watch responsibly if you can't get your money back. Chalk this up to a bad buying experience and never buy a used iOS based device unless you can see it in person and know in advance Activation Lock has been removed.
