Apple Watch GPS only model will work with any iPhone 6s or newer. An iPhone 11 will work.
The only issue would be the Warranty is country specific, and Apple India may or may not provide warranty service.
The GPS version will work anywhere in the world.
The cellular version sold in the US will only work on cell networks in North America. It can be used as a GPS watch anywhere.

Both KiltedTim and BobHarris have told you YES, an Apple Watch SE GPS will work with your iPhone 11 in India. It will NOT however have any warranty in India. The answer is YES, it will work.
