Change payment card country but keep the apple store to US? how come it doesn't work

I have tried to use my new payment card which is of a different country as I am now working in a different country , but I want to update it but doesn't let me do it . I am using US App Store

The payment method has to be from the same country as the store you are using. If you want to use the US App Store, you need a US payment method.
