Still have the problem of unlocking preferences in Systems Preferences (so for example can't put the correct time/location on my computer)

The advice given was to update (which obviously I have done) and don't use a blank password to log in when the computer starts (which I don't).

So still very stuck. Computer is only 2019, but almost resigned to using a suboptimal machine.
