I have little data on Wifi compared to iPhone data so want to use iPhone data to download upgraded iOS otherwise won’t be downloading latest iOS as takes up too much GB. Suggestion please.
You may do that if (and only if) you have a 5G capable iPhone using a 5G cellular plan.

You will have to use Wi-Fi. If you don’t have access go somewhere that does. There are public Wi-Fi networks around the world; for example Starbucks, MacDonalds, Apple stores, most coffee shops, public libraries, etc.
