Notifications on Watch and iphone

How can I set up my Apple 7 watch so that even if my iphone 13 pro max is unlocked, I still receive ALL notifications on BOTH devices - at ALL times??

Always get notifications on apple watch instead of iphone I know that you'll only get your notifications on one device instead of both, but I often leave my phone unlocked and would like to get all of my notifications sent to my watch irrespective of whether or not my phone is unlocked, like how I had it set up between my old samsung and android watch.
