I need to delete an app in order to re-add it fresh. I'm not able to delete it from my App Library. The options presented do not include Delete. Is there a setting that needs to be changed in order to enable this?

Indeed there is: If you are using Screen Time, go to Settings/Screen Time/Content & Privacy Restrictions/iTunes & App Store Purchases - Change Deleting Apps to Allow.
Then go back and try deleting the app again.

Some apps are built in to the operating system and can't be deleted.
