iCloud not storing photos when plugged into computer

I have iCloud turned on my phone to allow my photos to back up to my iCloud. When I plug my phone into my computer there are no photos in my iCloud to save to my computer. Is there an easy way to get my photos from my phone to my computer to save? I logged out of iCloud, turned photo on and off and it’s still not working. Thank you

If you use iCloud to sync your devices, you cannot also then import by connecting your phone to your computer. Rather, you can enable iCloud on your computer.

On a Mac:

Open Photos

Go to Photos > Preferences > iCloud in the menu. Then enable iCloud photos. Your photos will now sync

On a PC:

Download iCloud for Windows (https://support.apple.com/en-us/HT204283)

Follow the instructions on the page to set up.
