using enhanced dictation for unlimited transcriptions for MacOS Catalina

I get very frustrated when using the built-in transcription app in the Mac computer because it only lasts for 30 seconds or so. Often I find myself having dictated much only to find out the dictation function shut down already so it missed half of what I wanted it to transcribe. How do I turn on the function for using the enhanced dictation for unlimited transcriptions for MacOS Catalina?

Apple has an article, Use Voice Control on your Mac. You can verbally, or interactively sleep or wake voice control which enables you to deal with interruptions in your dictation. There are no other means to control the length of listening time. Unlike earlier versions of macOS, Voice Control uses Siri speech recognition as an improvement over older enhanced dictation.
