Presumably you have transferred your data and settings from on older iPad - and are now waiting for Apps previously loaded to reinstall on your new iPad…
Try a long-touch (i.e., touch and hold) on any App that appears to be stuck; next select Prioritise Download. This should kick-start and complete the App installation process.
