As it turns out, the Apple TV 4K will be compatible with HD and UHD TVs that have an HDMI connection.

Yes. You can use the Apple TV 4K box with a non-4K TV. The Apple TV box will adapt (downwards) to the capabilities of the TV. Resolutions between 480p (SD) and 2160p (4K) are supported.
