my Mac got reinstalled with Monterey. how do I reinstall back up from cloud?

Macs do not backup to iCloud. You can restore a Time Machine backup or, if you currently use iCloud Drive, or desktop and documents, your files will populate again once you sign into iCloud in System Preferences.
