It has to do with interference in getting the location. Is wi-fi turned on for the phone? Is she traveling in a vehicle, or inside a building? When my wife is at work, the signal inside that building is so poor, it rarely can provide a better shot than what you have shown.

Precise location is on tho
On her iPhone (if she wants to): Settings > Privacy > Locations Services > Find My > Precise Location - on.
Sorry, that's the only option I know of. While you wait for another answer (hopefully) you may want to have her try turning Precise Location off and back on.
