Can’t close an app

I can’t close an app on my iPad. I can’t swipe up from the bottom to close app and I received notification but I can’t open it…………….

Restart your iPad, and try again.

Failing that, then see ➡️ If your iPad won't turn on or is frozen - Apple Support
