Family Sharing - Why can't I see my kids other devices?

I set up Family Sharing for myself and four children. Two of them each have two devices. When I schedule screentime for their devices it only applies it to one instead of all the devices they're logged into using their apple ID. How can I get screentime limits applied to all their devices using Family Sharing?
