If you haven't already, you need to download;oad and install iTunes on your PC:

Update to the latest version of iTunes - Apple Support

Then import the music file into your iTunes library on your PC:

Import media from a computer to iTunes on PC - Apple Support

And finally sync your iTunes library to your iPhone:

Use iTunes to sync your iPhone, iPad, or iPod with your computer - Apple Support
