on my iPad Pro 11" I am having problem with downloading Apps. There is a double tap required to enable the download but it is stuck before the double tap icon is available. Hence I cannot download the app. Any suggestion on a fix to this problem?

Double tap the phisycal button on the edge of your device.

Forget the bouncing button on the screen. Look where it is bouncing, then beyond. Look off the screen down to the thin edge of the iPad.
You should see the power/lock physical button. Double-click that button.
And is there in fact a physical button just offscreen next to where that little bar is bouncing? Double-click that physical button.
The problem I am having is that the button is bouncing but I get only a partial view of the button and not the whole button. I cannot get any results with double clicking the partial button. Frustrating!
This shows the location of the tab which I cannot complete to install the app since the tab is stuck at the location and I think that it should open up further
