Can you use Focus on just one device used by the same Apple ID without affecting the other devices used by the same Apple ID?

There's no way to perform this feature. As the article you referenced (Use Focus on your iPhone, iPad, or iPod touch) states, "When you use Focus on one device, the setting is automatically applied across your Apple devices that are signed in with the same Apple ID."
