Safari suggestions doesn’t work

My iPhone 13 running iOS 15 doesn’t come up with suggestions when you start typing in safari. This happens about 95% of the time. Very rarely it will work so I am doubtful it is anything to do with the settings. I have asked at the Genius Bar at my local Apple store and they didn’t have a clue either. Has anyone encountered this problem before or know of any fixes?
