I am on Safari version 13.1.2. I am having trouble accessing google drive and related files. Google suggests updating Safari. How can I go about it?

Safari (generally) is paired with an operating system, and therefore is upgraded when a new MacOS is released. Sometimes a new version slightly precedes the release of an OS and will be issued with the then current OS.

Safari 14 was released with Big Sur, and the current version Safari 15 with Monterey. Are you able to upgrade your Mac to either of those systems?

You don't state which MacOS your computer has but I'm guessing Catalina? Safari 13 was released with that OS and Safari 14 was offered late in 2020 for Catalina and Mojave users and included in Big Sur. Have a look in your Software Update in System Preferences and you might still see Safari offered as an update.

Failing that you might need to use another browser to achieve what you want with Google.
