I found an Activation Locked Apple Watch - what can I do with it?

I found an Apple Watch that I've tried to locate the owner of. I've left it on for weeks, I reformatted it to factory settings, and it is Activation Locked to their old Apple ID, so I can't use it for anything or locate the owners... I'm at a loss for what I can do with it so I can find the owners or at least use it so it doesn't just go to waste - it's in perfectly good condition...

Surely Apple has finally worked out a solution to this problem that's better than just recycling the $400 watch?

Watch is useless, properly recycle it.
