change security questions in the child's account

I've been trying to change the answers to the security questions in the child's icloud account because I forgot how I wrote the answers. There is no 2 factor verification on his phone because he's too young therefore the security questions were used when I sign in through the PC. I've tries the steps advised through iforgot but when I get to the step: get the verification code through email (my email not his) or txt (his phone number) neither is received. I've tried this numerous times and none of the emails or txts were ever received. I also tried to through the fortgot my apple id but then his apple id is not found at all so there is way I can get anywhere with this. I can log in to his icloud home page but not the change my password/questions page so the apple id definitely exist. I tried to do it through my account as a parent but there is no option. Also there is no option to do it through his phone as there is completely no access because he's a child. How can I do it then? how can I change those **** security questions in my child's account is I tried everything that was advised????

"Your email address is the rescue email address for your child’s account, and you can use it with the security questions you provided to reset a forgotten password. You can keep your your child's account more secure with two-factor authentication."

the below steps from Apple support don't work.




Reset your security questions

  1. Go to iforgot.apple.com.
  2. Enter your Apple ID, then select Continue.
  3. Choose the option to reset your security questions, then select Continue.

  4. Enter your Apple ID password, then select Continue. 
  5. Follow the onscreen steps to verify your identity. The information you’re asked to provide may vary based on your account details and other factors. If you don't get any options to verify your identity, you can't reset your security questions at this time.
  6. Choose new security questions and answers and select Continue. See our tips for choosing security questions and keeping your account secure.

Apple has been very strongly urging users to use Two Factor Authentication instead of security questions. "With two-factor authentication, you don't need to remember any security questions.

Unfortunately this does not reply to any of my questions. I created the child's account and it's on his phone. I'm also able to sign in to the home page of this account icloud. I did not forget the password either for my account or his. I want to reset the security questions which I can't. When following the steps I get to the point where it says: we will send you a verification code either email or txt but the verification code has not been received even though I tried multiple times.
